"Science fiction but not as we know it" . About the opening up of another planet by the planetary federation - a sort of cultural exchange of inhabitable planets. The narrator is an envoy to a planet stuck in an ice age. The people are androgynous and the narrator gets into a lot of trouble. A bit of an adventure, reasonable plot. Interesting take on how people would look on others from other planets.
